The 19th Century saw a wide variety of conflicts, from Western Armies fighting Native armies, to wars like the Franco-Prussian in 1870 which left unfinished business well into the 20th Century. If you want to wargame in this period then you should build a matched pair of armies, historical foes. When you come to playPrussians Advance your opponent who is familiar with the Principles of War rules for his 19th century armies he does not need to relearn another set.  So one day you can be playing an encounter in the Crimea, the next in Cuba recreating the charge of the rough riders. 

Diverse  battles can, therefore, be fought without constantly buying new rules.
